2/ The “less personalized” option would run a “contextual” session, which would only use session-limited data to tailor ads to the user. If I'm not mistaken, this was the EU's preferred option since day one. This suggests that they knew exactly the outcome they wanted.

The DMA was always meant to be a rigged, enforcer-friendly competition law to be deployed when authorities couldn't prove consumer harm - or couldn't be bothered to try. Today's investigations into conduct already facing antitrust scrutiny only confirm that.
