This is the empirical content of the word "unfettered." When you remove the constraints from a frontier AI system and give it military decision authority, the system escalates. What the Limits Didn't Prevent
On the same day, Bloomberg reported that an unknown hacker used Claude to steal 150 gigabytes of data from the Mexican government — 195 million taxpayer records — in December 2025. The Pentagon wants those restrictions removed. The hacker proved they aren't working well enough as-is.
